Historically Underutilized Businesses (HUB)
A HUB vendor is an eligible vendor who is certified by Comptroller of Public Accounts/Texas Procurement and Support Services (CPA/ TPASS). The state encourages including HUB vendors in state contracts. Vendors wishing to apply for HUB certification should complete the State of Texas HUB Certification process. A vendor must apply to the Comptroller for HUB Certification.
ERS contacts HUBs whenever possible for procurements for bids that are under the $5,000 competitive procurement threshold.
Eligibility Requirements
The HUB Program assists small minority businesses in participating in state government bid opportunities. Your company may qualify as a HUB if your company is a profit-making corporation, partnership, sole proprietorship or joint venture with the following:
- A for-profit entity that has not exceeded the size standards prescribed
by 34 TAC §20.23, and has its principal place of business in Texas, and - At least 51% owned by an Asian Pacific American, Black American,
Hispanic American, Native American, American woman and/or Service Disabled
Veteran, who reside in Texas and actively participate in the control,
operations and management of the entity's affairs.
