The Office of Procurement and Contract Oversight is seeking Contract Oversight Specialist to perform complex compliance analysis work that involves assisting in the development of policies; reviewing guidelines, procedures, rules, and regulations; establishing priorities, standards, and measurement tools for determining progress in meeting goals; and coordinating and evaluating program activities.  The ideal candidate will have demonstrated research and writing skills in policy and legal documents.
Essential Functions includes, but is not limited to
  • Performs complex compliance analysis and consultative work as a Contract Oversight Specialist.
  • Compiles, reviews, and analyzes data to verify documentation.
  • Conducts the internal inspection of compliance issues.
  • Identifies issues regarding compliance with rules or laws that require follow-up.
  • Provides support and collaborates in the development, implementation, analysis, and documentation of agency policies and procedures.
  • Prepares and presents written and/or oral reports on compliance issues for agency.
  • Acts as the Public Information Act liaison for OPCO; contacts vendors to gather information for PIA requests, tracks and responds to PIA requests on behalf of OPCO.
  • Maintains the contract administration record-keeping and reporting system from the initial referral through the close out of contracts.
  • Assists in the collection, organization, analysis, and/or preparation of materials in response to requests for information and reports.
  • Assists with the development of policy and procedure manuals.
  • Assists in reviewing contracts and other legal documents.
  • Monitors vendor reports for compliance, timeliness, completeness and accuracy.
  • Serves as a liaison to account managers to ensure vendor participation is consistent with contract terms and conditions, legal, and/or fiscal requirements.
  • Work involves regular contact with the Office of General Counsel, vendors, third party administrators, actuaries, insurance companies and other persons and entities with whom ERS contracts.
  • Participates in contract post-award activities.
  • Oversees divisions monitoring or monitors contractual requirements.
  • Oversees contract performance and determines compliance with terms and conditions of the contract and policies by examining various performance indicators such as: reports, deliverables and other indicators.

Required Minimum Qualifications

Your application for employment must reflect how you meet each of the following minimum qualifications:
  1. Graduation from an accredited four-year college or university.  Each year of qualifying work experience over the required minimum may be substituted for required college credit.
  2. Three (3) years of experience performing work as a high-level contract administrator/manager, purchaser, paralegal or related position.
  3. Three (3) years of experience using personal computers for word processing, spreadsheet software, and database software.
  4. Two (2) years of professional work experience reviewing purchase orders and contracts and proofreading and business writing.

Preferred Qualifications

Special Requirements:
Must obtain specialized certifications as Certified Texas Contract Manager (CTCM) and Certified Texas Contract Developer (CTCD) within twelve months of assuming the role.
