The Enterprise Data Officer (EDO) will lead and manage enterprise-wide data governance activities and will have responsibility for improving the consolidation, consistency, quality and standardization of data and information assets. The EDO will focus on establishing and ensuring adherence to an enterprise-wide data governance strategy and framework for data policies, standards and practices across the enterprise to achieve the required level of consolidation, consistency, quality and standardization to meet overall business needs. Works under minimal supervision of the Director of the Enterprise Planning Office within the Executive Office, with extensive latitude in the use of initiative and independent judgment.

Essential Functions includes, but is not limited to
  • Develop and execute ERS' data vision, strategy, and roadmap in alignment with ERS's mission, goals, and objectives
  • Assist data owners with developing controls on data quality and integrity
  • Establish policies for how ERS collects, uses, acquires/purchases, manages, and publishes data
  • Champion the adoption and sustainability of data governance and data quality across ERS
  • Oversee activities of the cross functional teams consisting of data stewards and data custodians
  • Assist business owners with management of the lifecycle of data and information in order to comply with the ERS' business requirements
  • Partner closely with the business owners and custodians to provide the necessary hardware, software, and communications infrastructure
  • Champion advanced data analytics to support actuarial analysis, rate setting, forecasting, investments, and other key ERS business activities
  • Coordinate with custodians to develop and maintain an inventory of the enterprise information maps, including authoritative systems and owners
  • Coordinate with stakeholders to develop and maintain a data asset catalog and inventory of data throughout the organization
  • Chair the Data Governance Council and facilitate council meetings
  • Assist in special inquiries, research studies, and internal audits  
  • Perform on-call and/or after hours work as needed
  • Attend work regularly in accordance with agency leave and attendance policies
  • Comply with all applicable agency policies and procedures, including safety and standards of conduct  
  • Attend training offered by ERS and/or attend off-site training to enhance knowledge and skills

Required Minimum Qualifications

Your application for employment must reflect how you meet each of the following minimum qualifications:
  1. Graduation from an accredited four-year college or university is required. Each year of related experience over the required minimum may be substituted for one year (30 semester hours) of required college credit, up to two (2) years.
  2. Five (5) years of demonstrated experience in a senior data management, data governance, financial or people data and analytics, or data science position.
  3. Five (5) years building and leading data governance, data quality, and/or data analytics teams.
  4. Three (3) years of demonstrated expertise with existing and emerging data management, data governance, data quality, and data analytics technologies.

Preferred Qualifications

  1. Completion of major course work from an accredited college or university in data science, computer information systems, or management information systems.
  2. Certified Information Professional or related designation.
