The Financial Reporting Section of our Finance Division is seeking a Financial Reporting Accountant to perform complex financial and accounting work.  Work involves coordinating accounting and related activities to ensure timely and accurate reconciliations, preparation of financial analyses and reports, establishing and maintaining accounting procedures and controls, and assisting in preparation of the ERS Comprehensive Annual Financial Report (CAFR).  If you are starting a career in accounting or wanting to gain additional accounting experience, this may be a great opportunity for you!
 
Essential Functions includes, but is not limited to
  • Assists in the preparation of the agency's CAFR including fiscal year-end tasks
  • Assists with special projects and financial research requests from internal and external sources
  • Prepares and processes the monthly state insurance contribution draw for General State and Higher Education retiree insurance
  • Monitor and reconcile insurance premiums and payments for General State Agencies in accordance with GASB 74/75
  • Reconciles monthly Health Savings Account (HSA) contributions and makes corrections as needed
  • Prepares Insurance, Tobacco, OPEB, 1% Payroll Health Insurance Contribution, and Commuter Spending Account (CSA) corrections and communications, as needed
  • Servers as a back-up for key functions of the team
 
Other Duties and Responsibilities:
  • Data entry of accounting transactions into the ERS financial systems and into USAS.
  • Perform various reconciliations of the ERS financial systems and USAS
  • Assists in the compilation and preparation of information for Legislative Budget Board Reporting.
  • Assists in the compilation and preparation of the agency's certifications.
  • Keeps abreast of legislative and GASB changes that affect management of funds.
  • Creates and updates standard operating procedures for the Financial Reporting Section
  • Performs other duties as assigned.

Required Minimum Qualifications

Your application for employment must reflect how you meet each of the following minimum qualifications:
  1. Graduation from an accredited four-year college or university with a major in accounting, finance or a business-related field.  Each year of qualifying work experience may substitute for one year (30 semester hours) of college credit with a maximum substitution of four years.
    • Qualifying experience includes but is not limited to: Significant participation in year-end financial reports, complex accounting entries, GASB implementation, and general ledger analysis.

Preferred Qualifications

Your application for employment should reflect how you meet the following preferred qualifications:
  1. Experience with PeopleSoft.
  2. Experience maintaining an accounting system (e.g., chart of accounts, profiles, batch jobs, report development).
  3. Accounting experience with a Texas state agency.
  4. Experience with the Comptroller of Public Accounts USAS.
