What we need
Our Information Systems Division is seeking a Business Analyst Team Lead who will perform advanced (senior-level) business analysis work and managerial work administering the activities of a business analyst team. In this role, you will establish team goals, guidelines, and procedures; communicating work priorities, and deciding resource assignments to projects. You will provide consulting support to assigned areas of the organization for business-IT strategy development, solution discovery, service management, risk management, and relationship management. You will communicate decisions, priorities, and relevant project information to appropriate levels of staff regarding service requests, projects, and initiatives. You will promote the vision, value, services, and capabilities of the Information Systems division to the organization. You will work under minimal supervision, with considerable latitude for the use of initiative and independent judgment.

What you will do (but not limited to) 
  • Build and manage the team to ensure convergence and strategic partnering with business partners, including working closely with leadership as executive sponsors for each business partner.
  • Partner with the project/program/portfolio management organization (PMO) to ensure a healthy and well-managed initiative portfolio.
  • Partner with business leadership to plan new joint initiatives, evaluate proposals, and determine how they fit into business capability roadmaps and priorities.
  • Oversee the analysis of program policies and procedures to determine their effect on automated systems and system functional areas.
  • Ensure the team maintains focus on business value to develop ideas, including awareness of industry trends and standards, risk assessments, business continuity, and business capability requirements.
  • Correlate business value and priorities to planning team activities and team goal-setting.
  • Oversee and/or assesses and reviews user requirements, procedures, and problems to automate or improve existing systems; and computer system capabilities, workflow, and scheduling limitations.
  • Oversee the service request life cycle through customer-related service request responses, business requirements coordination across program areas, business requirements elicitation from requesters, and technical specifications and related artifacts review; and monitors system integration and user acceptance testing prior to implementation.
  • Provide consultation to projects, assignments, or special initiatives.
  • Manage day-to-day activities of the Business Analyst Team.
  • Establish goals and objectives; develop and approve schedules, priorities, and standards for achieving goals; and manage evaluation activities.
  • Develop and implement techniques for evaluating staff performance and contribution to the organization.
  • May provide technical expertise and guidance regarding questions related to the business function, division, or department.
  • May prepare time-cost estimates and develop project implementation proposals, documentation and scheduling; writes technical specifications and requests for proposals.
  • May lead and/or participate in developing corrective actions plans for projects or programs determined to be out of compliance with established policies or processes.
  • May oversee special investigations, program analysis, research studies, and internal audits.

Required Minimum Qualifications

Qualifications you are required to have

  1. Graduation from an accredited four-year college or university with major coursework in business administration or management information systems is preferred.  Each year of related experience over the required minimum may be substituted for one year (30 semester hours) of college credit.
  2. Five (5) years of experience planning, eliciting, analyzing and managing business requirements and monitoring throughout the software development life cycle (SDLC).
  3. Two (2) years project experience successfully utilizing agile framework and scrum methodology.
  4. Five (5) years of experience leading business process reengineering and transformation efforts that deliver efficiency improvements in quality and customer experience.
  5. Five (5) years of experience performing a liaison role between functional and technical teams.

Preferred Qualifications

  1. Technical expertise in business systems analysis, system configuration, information security and internal control frameworks.
  2. Technical expertise and experience with reporting databases, database design development, data modeling, mapping, analysis, integration and governance; skilled in SQL.
  3. Successful involvement in IT Service Management (ITSM)
  4. Experience supervising staff.
  5. MBA, MPA, CCBA, CBAP, CSM, CSPO, PMI-PBA, PMP, ITIL or related.
