Seeking an experienced Legal Assistant to perform highly advanced, responsive work to assist the ERS investment attorneys and the Office of the General Counsel.  Work involves reviewing and preparing legal documentation related to ERS investments under attorney supervision, as well as coordinating the development of Request for Proposals and bid specifications, drafting related contracts and assisting in the selection of contractors.  Provides assistance to the General Counsel and staff attorneys as requested. 

Essential Functions includes, but is not limited to
  • Assists investment attorneys in preparing and reviewing investment-related agreements, including limited partnership agreements, subscription agreements, side letters, shareholder agreements, investment advisory agreements and other similar agreements.
  • Prepares and drafts complex investment-related correspondence; from time to time, facilitates ERS contact with ERS third party investment managers.
  • Serves as primary liaison between investment attorneys and Investments Division.  Independently manages and ensures timely responses to legal requests from Investments Division and other agency divisions.
  • Assists in the development of RFPs and bid specifications; drafts related contracts; assists in selection of contractors.
  • As needed, performs legal research related to investment matters.
  • Remain apprised of new developments in contract and investment law and related legislative initiatives.   Maintains relevant knowledge through internal training, professional reading, professional associations, seminars and/or conferences.
  • Analyzes and evaluates current agency practices, policies and procedures, and provides recommendations for improvements upon request.
  • Maintains a tracking, record-keeping and status reporting system for investments and other projects.
  • Coordinates the preparation and submission of required reports to applicable regulatory entities, including the Texas State Auditor’s Office.
  • May serve as a database administrator. Maintains complex records of a confidential nature.
  • May coordinate publishing and distribution of rule updates and other changes in applicable law.

Required Minimum Qualifications

Your application for employment must reflect how you meet each of the following minimum qualifications:
  1. Graduation from an accredited four-year college or university.  Each year of related work experience over the minimum requirement may be substituted for one year (30 semester hours) of college credit.
  2. Four (4) years acting in the role of legal assistant, paralegal or another closely related title. 
  3. Two (2) years of high level contract administration or closely related organizational and administrative experience. 
  4. Two (2) years of experience using personal computers for word processing; spreadsheet software; database software; preparing correspondence; drafting and reviewing contracts

Preferred Qualifications

  1. Successful completion of an accredited paralegal program.
  2. Experience in general investment-related contracts.

Special Requirement:
Must obtain specialized certification as Certified Texas Contract Manager (CTCM) within eighteen months of assuming the role.
