The Office of Procurement and Contract Oversight is seeking Procurement Specialist II to perform moderately complex work to support the Procurement Team with the timely coordination and delivery of all agency solicitations through all phases of development: pre-development, research and content development, pre-publication/publication/post-publication, evaluation, finalist recommendation, contract award, and post-contract award. Work involves routine procurement/contract/project management activities and coordination responsibilities to ensure key stakeholders are involved in the development and evaluation activities for each solicitation.

Essential Functions includes, but is not limited to:
Note:  May assume the responsibilities outlined below for low risk solicitations. 

Performs administrative and technical support work to the Procurement Team with Development Activities (Research, Content, Scheduling, Project Planning), including support of the following:
  • Assist in the development of content for solicitations using established best practices methods including researching resource materials.
  • Engages agency stakeholders in content review and development; coordinates updates to content based on stakeholder feedback.
  • Prepares all exhibits and appendices for publication with other solicitation documents.
  • Develops and coordinates standardized processes for upcoming solicitations using standard project management practices, tools, methodologies, and templates.
 
Performs administrative and technical support work to the Procurement Team with Publication Activities, including support of the following
  • Assist with development of and submit all required notifications including Electronic State Business Daily (ESBD).
  • Performs the functions necessary for the successful launch of the solicitation’s publication (i.e., finalize solicitation and appendices, obtain proper signoffs, obtain vendor’s names from Comptroller’s Centralized Master Bidder’s List, etc.), including any necessary supplemental data.
 
Performs administrative and technical support work to the Procurement Team with Response Evaluation Activities, including support of the following:
  • Assist with the development of evaluation matrices used to score or grade vendors’ proposals.
  • Reviews vendors’ proposals to determine compliance with all solicitation and contract requirements.
  • Coordinates webinars, in-person and video conference interviews, site visits, reference checks and similar presentations, as necessary, and records minutes as required.
 
Performs administrative and technical support work to the Procurement Team with Contract Award Recommendation Activities, including support of the following:
  • Coordinates meetings with Executive Office and agency stakeholders as necessary.
  • Assists in the development of recommendation documentation that may include Board Recommendation, preparation of Public Agenda items, Recommendation Memo, or other like documentation.
  • Prepares Director of Procurement and Contract Oversight (DOPCO) for Board meetings.
 
Performs administrative and technical support work to the Procurement Team with Contract and Post-Contract Award Activities, including support of the following:
  • Works with the Office of General Counsel and Business Division to finalize the clarifications, appendices, and other documentation that constitute the Contract, including preparation of final clarification exhibit and coordination with Business Division to prepare Fee Schedule.
  • Publishes contract award notices to ESBD.
  • Processes all post-award vendor mail notifications (contract selection decision, responses to procurement mailbox inquiries, etc.).

Required Minimum Qualifications

Your application for employment must reflect how you meet each of the following minimum qualifications:
  1. Associate’s degree from an accredited college or university in a related field, completion of 60 semester hours from an accredited college or university, or a paralegal certificate.  Each year of related experience above the required minimum may substitute for one (1) year of required college.
  2. Two (2) years’ professional experience performing work as an administrative assistant, executive assistant, proposal or solicitation writer, technical writer, paralegal, legal assistant or related experience.
  3. One (1) year of experience using Microsoft Office (Word, Excel, Outlook and PowerPoint).

Preferred Qualifications

Current CTCD or CTCM Certification.

Special Requirements:
  • CTCD certification. Individuals who do not have this certification must obtain it within twelve (12) months of hire date. Must maintain valid certification for continued employment in position.
  • CTCM certification. Individuals who do not have this certification must obtain it within twenty-four (24) months of hire date. Must maintain valid certification for continued employment in position.
