Seeking a Purchaser to perform complex to advanced (senior-level) purchasing and procurement work.  Work may involve researching, evaluating, and purchasing and procuring commodities, equipment, and services in accordance with guidelines, rules, policies, and laws or planning, organizing, coordinating, and preparing specifications for purchasing commodities and services; preparing procurement documents; and monitoring the maintenance of detailed records of items purchased, received, prepared, and issued depending on classification level.  The Purchaser position may guide, lead or supervise the work of others.  The ideal candidate will be skilled in negotiating issues and resolving problems.

Essential Functions includes, but is not limited to
  • Requisitions and orders merchandise, supplies, and equipment in accordance with guidelines, rules, policies, and laws.
  • Prepares, reviews, and tracks purchase orders.
  • Processes purchase orders, issues change orders, and provides order status to end-users.
  • Prepares and reviews bids and purchase orders to verify accuracy, terminology, and specifications.
  • Prepares and distributes informal solicitations documentation and works with end-users to ensure specifications are accurately identified.
  • Reviews and tabulates bids and responses to determine bids or responses that provide best value.
  • Maintains and reviews various purchasing and procurement reports, records, and files.
  • Assists with negotiating settlement complaints and resolving disputes.
  • Assists in monitoring legal and regulatory requirements pertaining to purchasing and procurement.
  • May provide guidance to others.
Purchaser IV performs functions as a Purchaser III above and also:
  • Coordinates the preparation, review, tracking, and expedition of purchase orders.
  • Coordinates procurement processes and works closely with agency divisions and vendors.
  • Reviews and approves informal solicitations.
  • Promotes purchasing opportunities with Historically Underutilized Businesses (HUBs), helps ensure agency uses good faith efforts to meet agency HUB goals and assists the HUB Coordination Supervisor, as needed.
  • Oversees the use and updating of purchasing electronic file/database and maintenance.
  • Oversee required reporting, including reporting to the Legislative Budget Board (LBB) Contracts Database in accordance with LBB requirements.
  • May coordinates the recommendation of annual contract awards.
  • May serve as a lead worker providing direction to others.
Purchaser V performs functions as a Purchaser III and IV above and also:
  • Monitors legal and regulatory requirements pertaining to purchasing and procurement.
  • Assists with the development of purchasing program guidelines, procedures, polices, rules or regulations.
  • May coordinate the development and provision of training to staff regarding purchasing and procurement practices and policies.
  • May supervise the work of others.

Required Minimum Qualifications

Your application for employment must reflect how you meet each of the following minimum qualifications:
  1. Graduation from an accredited senior high school or equivalent, plus 60 semester hours of college credit from an accredited college or university.  Each year of related work experience over the minimum requirement may be substituted for one year (30 semester hours of college credit).
  2. Three (3) to five (5) years of experience (depending on classification level) as a Purchaser for a public or private agency, which includes a minimum of two (2) years’ experience purchasing for a Texas state agency.
  3. Two (2) – Four (4) years of experience (depending on classification level) performing work high-level contract, purchasing or procurement work. High-level work includes but is not limited to: experience processing informal solicitations, advanced reporting, and/or interpreting procurement laws and rules.
  4. Two (2) years of experience using Centralized Accounting and Payroll/Personnel System (CAPPS), PeopleSoft, or an Oracle-based purchasing/procurement tool.

Preferred Qualifications

  1. Graduation from an accredited four year college or university. 
  2. Experience applying and explaining complex document, laws, rules, policies and procedures.
  3. Experience performing analytical work and applying analytical procedures. Analytical work could include, but not limited to: analyzing complex documents for compliance and applicability (contracts, pleadings, motions, internal manuals, raw data reports, etc.); and reviewing documents and documenting requirements.

Special Requirements:
Must obtain specialized certifications as Certified Texas Contract Manager (CTCM) and Certified Texas Contract Developer (CTCD) within twelve months of assuming the role.
